Can you take a snapshot of VDB running in noarchivelog mode and then use that snapshot to restore the VDB back to the time the snapshot was taken?

Does that mean that I can use the snapshot of the VDB in nonarchivelog to provision another VDB?

Yes, you can definitely do that. Please read about Configuration Settings or Provisioning a VDB if you need specifics on how to work with VDBs.
