As my colleagues indicated, opening a Support case may be optimal to resolve this issue, but I wanted to point out (and for future reference), the message in question does seem to confirm there is no port connectivity issue here. The message indicates we have successfully established a connection with a server process, and we are failing when attempting authentication.
Have you exercised the user that was created, by manually connecting and authenticating via SSH? This event may occur if the user is prompted with a password change request, or if the account is locked.
Your admin team can also review the logs on the server (/var/log/secure, for example) at the time of Environment creation attempt, as there may be additional information available.

If after confirming you have configured your environments as expected for your particular DBMS and you are still facing an error, please raise a support case
